Frontier AI models are now capable of outputing information that is likely subject to U.S. export controls. This risk creates an untenable
choice for AI developers and government agencies: accept systemic national security risks from frontier AI models or enforce restrictions against
developers in ways that would undermine American technological competitiveness. Our work suggests that the U.S. government should establish a voluntary safe-harbor
framework that protects U.S. innovation while minimizing the risk to national security.

legislative approach that would improve the status quo for everyone.
Our initial legislative projects focus on issues related to artificial intelligence. The speed of AI development and diffusion makes adapting existing legal
frameworks particularly challenging. The Law Reform Institute believes that in-depth stakeholder input on draft legislation can vastly improve the odds of identifying
solutions in a timely manner.
